Definition

Under the general direction and supervision of the Risk Manager or designee, the Safety Manager is responsible for the operational safety functions of the Kenai Peninsula Borough, the Kenai Peninsula Borough School District, and the Service Areas within the Borough. In addition to the duties and responsibilities within the Risk Management Department, this position also reviews, oversees, and directs the safety program implemented by the Maintenance Safety Specialist.

Minimum Qualifications

Must have high school diploma or GED. Bachelor’s degree in occupational safety, risk management, environmental health, industrial hygiene, public administration, or a related field relevant to workplace safety in municipal or educational environments. In lieu of degree requirements, substitutions may be made for one year of progressively responsible experience for each year of the degree requirement with substantive responsibilities related to the primary job duties and responsibilities listed below. Must have an additional six (6) years of experience in occupational health or safety, construction safety, environmental compliance, or risk management fields with substantive responsibilities related to the primary job duties and responsibilities listed below. Must be familiar with and able to locate and research applicable HSE subjects within OSHA, ANSI, NFPA codes and other related regulations. AHERA-Compliant Building Inspector or Management Planner certification will be required to obtain per timeline set by Risk Manager. Must have intermediate computer skills involving proficiency with Microsoft Office as well as experience working with web-based software, databases and file management systems. This position also requires the ability to establish and maintain effective working relationship with others. Must have and maintain an unrestricted Alaska driver’s license.

Preferred Qualifications:

AHERA-Compliant Building Inspector or Management Planner certification or an Occupational Hygiene & Safety Technician (OHST), Construction Health & Safety Technician (CHST), Associate Safety Professional (ASP) or Certified Safety Professional (CSP) certification.


Essential Functions

Duties & Responsibilities:

  1. Develop, implement, and maintain a unified health, safety, and loss prevention program for the KPB, KPBSD, and Service Areas, including evaluating and updating policies and procedures to align with best practices and regulatory requirements.
  2. Ensure compliance with applicable standards including the Occupational Safety and Health Administration (OSHA), State of Alaska regulations, and local requirements.
  3. Serve as the primary point of contact for regulatory agencies, inspections, inquiries, and reporting and will manage and submit required documentation and interpret regulatory requirements into clear, actionable procedures.
  4. Ensure timely, accurate, and compliant reporting of all required safety and injury data, including OSHA recordkeeping (Forms 300, 300A, and 301), OSHA-reportable incident notifications, and Bureau of Labor Statistics (BLS) submissions.
  5. Conduct annual Loss Control Incentive Program (LCIP) inspections at all KPB, KPBSD, and Service Area facilities and review findings with leadership and other stakeholders.
  6. Conduct routine and periodic inspections of facilities and operations to identify hazards, verify compliance, and collaborate with stakeholders to develop and implement corrective action plans.
  7. Perform regular site visits across schools, facilities, and field operations to provide real-time guidance on hazard mitigation and safe work practices.
  8. Lead and support investigations of workplace injuries, near misses, and property damage incidents by preparing detailed investigative reports including chronological narratives, photographs, statements, and supporting documentation.
  9. Identify root causes and develop corrective and preventive actions and track and trend incident data to identify systemic risks and recommend solutions.
  10. Develop and deliver technical health, safety, and environmental training programs for employees and supervisors, including administrative staff, educators, and maintenance personnel, in alignment with OSHA and applicable consensus standards (e.g., ANSI, NFPA).
  11. Support supervisors by reinforcing safety expectations, accountability, and promote a proactive safety culture focused on hazard recognition, reporting, and continuous improvement through departmental safety meetings and ongoing training initiatives.
  12. Assist departments in developing job hazard analyses (JHAs) and safe work procedures and support planning and risk assessment for projects, events, and operational changes.
  13. Maintain safety-related records including incidents, inspections, training, certifications, drug and alcohol testing, and equipment qualifications in compliance with applicable regulations.
  14. Regularly prepare and deliver safety reports to leadership and stakeholders, including analysis, trends, and recommendations to support decision-making.
  15. Develop, implement, and enforce contractor safety requirements, including review of contractor safety plans and documentation; will monitor contractor compliance with organizational standards and applicable regulations, including OSHA multi-employer worksite requirements, and evaluate contractor safety performance.
  16. Serve as the KPB’s primary asbestos compliance representative, overseeing asbestos management programs in accordance with federal and State of Alaska regulations, including identification, inspection, sampling, and coordination of abatement, notifications, and disposal.
  17. Serve on the Incident Management Team (IMT) and support the Office of Emergency Management (OEM) with preparedness, response, and recovery activities for emergencies such as wildland fire, flooding, volcanic activity, and tsunamis.
  18. Support development and implementation of emergency response plans and participate in drills and exercises across Borough and School District operations.
  19. Implement and oversee compliance with the drug and alcohol program, including administration and coordination of random drug and alcohol testing and post-accident programs in accordance with applicable regulations.
  20. Oversee safety-related components of the KPB’s DOT program, including verification of required safety equipment, conducting driver’s license reviews for new hires and annually thereafter, and coordinating driver safety training as needed.
  21. Serve as chairperson of the KPB Employee Safety Committee, including coordinating meetings, setting agendas, tracking action items, and supporting committee-driven safety initiatives
  22. Manage and coordinate testing of panic alarm systems, processes, and procedures to ensure functionality and overall readiness.
  23. Oversee and administer access control and security systems, including access control platforms and video security systems, in coordination with IT, Maintenance, and other stakeholders, to support facility safety and security objectives
  24. Manage the Hazard Awareness & Reporting Program (HARP), including promoting employee participation, tracking reported hazards, and ensuring timely resolution of identified issues.

Physical Demands

Work is performed while standing, sitting and walking. Requires the ability to communicate effectively utilizing speech, vision, and hearing. Requires the use of hands for performing simple grasping and fine manipulations. Requires ability to balance, kneel, crouch, crawl, climb and reach. Requires wearing personal protective equipment (PPE), which may include respirators, as this position will be exposed to moving machinery, dust, fumes, vapors and drastic changes in temperature and humidity. This position also requires regular lifting of up to 50 pounds and occasional lifting or moving of loads up to 70 pounds. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. This position requires travel to locations across the entire KPB which includes regular travel by car or truck and occasional travel by small aircraft or watercraft. Overnight, out-of-town stays may also be required on occasion.
