About the Opportunity
As we continue to invest in sector excellence, we are actively expanding our Quality team. This has created a brand-new, high-impact role that sits at the intersection of quality, strategy, governance, and child outcomes.
 
As our NQS Quality Specialist, you will serve as the premier subject-matter expert on the National Quality Framework (NQF) and the National Quality Standard (NQS). Reporting to the leadership team, you will focus on strengthening the consistency, credibility, and accuracy of internal Assessment and Rating (A&R) processes across Catholic Early EdCare. Working collaboratively within the quality team, your hands-on expertise will directly guide how our multi-site services interpret and embed quality standards in their daily practice.
 
Key Responsibilities
Strengthening Quality Assurance and Consistency

  • Review Assessment and Rating documentation for accuracy, reliability and consistency
  • Conduct quality assurance checks to support fair, evidence-informed assessments
  • Refine tools, guidance materials and reporting frameworks
  • Support consistent professional judgement across the service network
Building Capability
  • Coach NQS Partners, leaders and stakeholders in NQS interpretation and decision-making
  • Develop practical resources that translate regulatory requirements into observable practice
  • Partner with the Practice Excellence Manager to build confidence, capability and shared quality expectations
  • Support services to turn insights into measurable improvement actions
Providing National Insight and Strategic Influence
  • Analyse trends, risks and quality patterns across services
  • Identify systemic gaps and improvement opportunities
  • Contribute to regulatory engagement and sector advocacy
  • Inform CEEC's quality strategy through evidence-based insights
  • Align frontline practice with organisational and national quality priorities
What We're Looking For
 
To be successful in this role, you will bring a sophisticated understanding of the NQF, National Law, and Regulations, combined with the professional authority to influence leaders and drive continuous improvement.
Essential Criteria:
  • Qualifications: Relevant tertiary qualification in Early Childhood Education and Care.
  • Expertise: Deep operational knowledge of the NQF, National Law, Regulations, and extensive experience in Assessment and Rating (A&R) processes.
  • Leadership Background: Proven track record as a Regional Manager, Quality Consultant, or Senior Leader working across multi-site education and care services.
  • Capability: Demonstrated ability to interpret the NQS consistently across diverse contexts, translate data into actionable strategies, and manage competing priorities within a complex environment.
  • Communication: Exceptional stakeholder engagement, analytical reporting, and the confidence to influence and mentor collaborative teams.
Desirable:
  • Formal experience in quality assurance auditing.
  • Direct experience working with regulatory authorities or highly aligned compliance frameworks.
