General Description


JOIN OUR TEAM AS A LEAD WATER QUALITY TECHNICIAN!
Pasco County Utilities Operations and Maintenance is seeking a motivated, skilled leader to perform specialized supervisory work in the County's potable water distribution system.  This position will oversee technical staff and will be responsible for managing all aspects of a dynamic flushing program including state-regulated end-of-system flushing, unidirectional flushing, and customer response flushing, ensuring that drinking water meets all regulatory and compliance standards.  This position will also collaborate with other departments reviewing as-builts, laboratory data, and water treatment strategies to achieve water quality objectives.  

Essential Job Functions

  • Selects and trains new personnel, prepares work schedules, conducts performance evaluations, manages overtime, and maintains employee time records.
  • Responsible for overseeing the day-to-day operations regarding compliance in the potable water distribution system through a dynamic flushing program.
  • Prepares and maintains accurate, detailed flushing and maintenance reports. 
  • Provides recommendations for water distribution system improvements and operational changes such as valve manipulation, line looping, or pipe downsizing.
  • Supervises field teams to perform water quality and maintenance activities and recommends corrective and/or preventative actions.
  • Assists with budgets and long-term utility plans for Pasco County's water systems.
  • Basic knowledge of hydraulics, chemistry and biology related to drinking water quality.
  • Utilities various computer applications to demonstrate water system performance and compliance.
  • Reviews and may approve recommendations for the installation of hydrants, blow-offs and automatic flushing devices.
  • Expert in repairing and installing water system appurtenances including small water mains, fire hydrants, line valves, blow-off valves, backflow devices, meters, and automatic flushing devices (AFDs).
  • Prepares and evaluates current and historical water quality trends.
  • Responds to customer complaints, ensuring complete satisfaction through water quality and flushing initiatives.
  • Attends meetings, workshops, and trainings to remain up to date with current drinking water rules, regulations and best management practices.
  • Interprets rules, regulations, topographical and aerial maps, blueprints, diagrams and sketches to enhance our GIS and other programs.
  • Participates in the Emergency Operations Center during emergency events.

Knowledge, Skills and Abilities

  • Knowledge of the operation of potable water distribution systems including familiarity with treatment plants, wells, pumping and laboratory practices.
  • Knowledge of conventional, unidirectional and alternative pipe cleaning and flushing methods.
  • knowledge in the practical aspects of ordinance enforcement, rules and regulations relating to water quality, environmental management and regulatory compliance. 
  • Knowledge of drinking water quality characteristics including odor, color, clarity and disinfection levels.
  • Ability to independently present ideas, concepts and facts in a clear, concise manner in written, oral or graphic form. 
  • Ability to develop and evaluate reports and presentations reflecting work performance and environmental compliance of Pasco County Utilities.
  • Ability to establish and maintain effective working relationships with coworkers, outside agencies, regulatory authorities and the public.
  • Ability to operate water distribution infrastructure such as valves, fire hydrants and blow-offs. 
  • Ability to determine flow and water discharge rates with mathematical calculations.
  • Proficient in Microsoft Office and familiar with GIS.
  • Good leadership skills, self-motivation, ability to work on teams, and willingness to learn.

Minimum Requirements

PHYSICAL SKILLS:  Ability to communicate effectively using verbal, written and visual communication. Ability to conduct field work in a variety of weather conditions.

EDUCATION, TRAINING AND EXPERIENCE:  Graduation from high school or possession of an acceptable equivalency diploma and five (5) years' of experience working in water treatment plants or water distribution systems. Must be able to obtain a Level 1 Water Distribution License issued by the Florida Department of Environmental Protection (FDEP) within 18 months from date of hire, OR graduation from an accredited college or university with an Associate degree and three (3) years' of experience working in water treatment plants or water distribution systems.  Must be able to obtain a Level 2 Water Distribution License issued by FDEP within 18 months from date of hire OR graduation from an accredited college or university with a Bachelor's Degree in engineering, environmental science, chemistry, biology or related field and one (1) year of experience working in water treatment plants or water distribution systems.  Must be able to obtain a Level 3 Water Distribution License issued by FDEP within 18 months from date of hire.                                

LICENSES, CERTIFICATIONS OR REGISTRATIONS:  Must possess a valid Florida driver's license.
